Default for new user – send email is off

Until I updated to the latest version, when I manually registered a new user the send email check box was ticked by default. Now it is unticked.
Where can I change that default back to Ticked?
All users must be manually approved, so we control users names. If I have to remember to tick the box each time, sooner or later I will forget and that user will never get his login details.
