WordPress avatars by default use gravatars. To set this up goto https://gravatar.com and sign up (it’s a free service). Associate this with the email in the the users WordPress profile.

There are also many plugins available for adding a local avatar within WordPress. You can start by looking here: https://www.ads-software.com/extend/plugins/search.php?q=local+avatar

i signed up over there and put an avatar but not showing up. may be it takes time to get updated..:)
