Change target to _parent

I want to change the link to open in the new window.
I have followed instructions (2.Opening links in a new window or tab) given in https://www.roytanck.com/2009/03/17/the-top-5-wp-cumulus-hacks/
I have edited Tag.as and published swf and then replaced tagcloud.swf into my plugin file.but still no success.
What i am doing wrong. Please advise me..
