Sitewide Tags: Custom Taxonomy

I have a custom taxonomy that’s registered with both my main site and the child sites. I want to select an option in the custom taxonomy on a child site and have that selection sent along with a post to the main site. I know there is a filter required, but unsure where that belongs: in the functions.php of the main, child or both sites?
