Convert HTML template to Plugin

    I’m not sure what you are actually trying to do, so this could be the wrong answer. A plugin can use the function load_template() to load a template from anywhere. A plugin can pull any content from the DB or create more content to load into the template. Additional CSS can also be loaded with wp_enqueue_style(). So the answer is a qualified YES.
