Plugin will not activate using bul action selection box on plugins page

Plugin will not activate using the bulk action selection menu on the Plugins page.
It installs OK. It will activate and de-activate using the hyperlink menu below the plugin name. It will de-activate using the bulk option menu but it will not activate.
