In case anyone ever needs to find the answer to this, I figured it out!

You need to change it in the style.css
It’s the background:hsl under featured-boxs img:hover {
change the numbers to the hsl for the color you want to use. If you need to find that, https://www.colorhexa.com is a great tool.
