Content submitted from user appear to be garbled?

Everything works perfectly well except that when users submit content that has non-english characters like chinese, when I like to review the content in the post-edit.php page the content appears to be garbled. Something would like ??????~???????????ˉè????′?1??3?????oo? ??|???. BTW, title and tags look fine.?
Anyone know how to solve this problem???
