Use wp_users from a main blog.

I would like to create separate wordpress installation but using one main wp_user table from the main blog. For example if user from each of the blog register or update their profiles it will be all updated from the main blog.
I have seen some info here but its 6 years ago which steps still work for WordPress 3.5.1 above?
