Look at the conditional tag is_tax for taxonomy pages:

First create a child theme for twentytwelve. In this child theme create a file called taxonomy-region.php.

This file is used for all terms in the “region” taxonomy.
You can create this file by copying another file and rename it.

Actually, I just discovered a super simple way to do what I want:

Put this in the child theme’s functions.php file, then I can just use html to make images for all the different regions:

// allow html in category and taxonomy descriptions
remove_filter( 'pre_term_description', 'wp_filter_kses' );
remove_filter( 'pre_link_description', 'wp_filter_kses' );
remove_filter( 'pre_link_notes', 'wp_filter_kses' );
remove_filter( 'term_description', 'wp_kses_data' );
