Twitter message format is broken in 2.7.10

Since updating to 2.7.10, Twitter message format tags such as %TITLE% and %SURL% do not work on my site. The tweet is sent, but the areas where the replaced text should be are blank. The SNAP log does not show any errors.

Regarding %SURL%, my Bitly account shows that the URLs are sent to Bitly and are shortened, but the plugin isn’t including the short URL into the tweet.
