Limit image size

I have the same question but a little bit different! Firstly you can change the file size limit through your php.ini file if you have VPS or VDS or dedicated server (not on shared hosting service). Secondly you can change it with some codes in wordpress core. For more detailed description google “wordpress post file size limit”.
But the main question is how to do it through plugin php files?
