Conditional Fields not showing when the rule is met

Hi, I′m having a problem. The conditional fields are not showing when the rule is met, they′re hidden all the time.
I′ve already tested the plugin Use Google Libraries to see is the problem is the local javascript, but it still doesn′t work.
What can I do to fix it?
