Why isn't the drop down menu appearing

This is of course, a theme issue. Have you asked for support from the theme author? It looks like you are using PicTree which is a premium theme and premium themes need to have their authors address the issues with it.

FWIW, that looks like it may be a JavaScript issue – that menu is using SuperFish menus. Also, looking at the theme info, it does not say it’s compatible with WP3.5+ – so that may be relevant as well.

Good point, 3.5 gave me all sorts of problems with my own websites, took ages to sort out. I bet it is is that.
