I turned off new blog registration, not I cannot turn back on

    About a year ago, I turned off new blog registration for readers. Now, when I went to turn it back on, I find that the radio button called “Both sites and user accounts can be registered” on the settings page is greyed out and I cannot turn back on. Help!
