    What is your site URL?

    Did you , by any chance, entered the URL manually in the wp-config.php file? If so, the URI & URL are hardcoded and they can’t be changed in the back-end.

    I just did a fresh install of wordpress on the site I wanted to use and imported the content over instead. Even on the new fresh install of wordpress those items don’t show in settings so it seems maybe the article doesn’t apply to the newest release of wordpress in version 3.5.2.

    No. Those lines are very much there and the link cited above applies to the version 3.5.2 as well.

    You’re sayin’ that you don’t see URI & URL fields in the General Settings or that you can’t change the values?

    There not there on 2 different installs of mine for wordpress version 3.5.2. Anyways doesn’t matter because I’ve already found an alternate solution since those settings weren’t available to me. Here’s a screenshot of what my settings look like.
