WordPress expert needed for project

Hi, a I run a WordPress blog (it’s PHP and open source) and need to create a plug-in for the blog’s admin section.

I need the plug-in to add meta data to a table each time a user adds, edits, or deletes a WordPress post. The plugin will have three drop down menus, letting users select the following metadata to tag the post with:

1. issue area 1
2. issue area 2
3. state

Basically, the point is to let site administrators assign issue codes and states to each new blog post.

Also, the dropdown menus for the 2 issue code items are the same, and they need to be dynamically generated from data in another table. (sample code attached).
