New installation, Select Country not working, with PHP error

Plugin version 0.2.5 (latest).

Running on local development machine, using LAMMP, PHP Version 5.3.8

Select Country dropdown is empty, and below it is the folliwng message:

Just started setup, no stockists added yet.
