'Modify' Doesn't seem to work

Hi People. I just tried this to add my current MS users on a newly added site. I select the users I want, select Modify select the site to add these users to as ‘subscriber’ click on Update and it reloads the page BUT nothing has changed. And on that ‘sites’ users page no one has been added. Any suggestions. I’ve latest everything.
