Limiting Image Upload Size and Editing/Deleting a "Reply" post

Hello,
I’ve got 2 issues that I need to fix.
1. How do I limit the size of the image upload? I want it automatically resize to a maximum width/height of my choice.
2. I can’t seem to delete/edit any “Reply” post. Here’s the error message I’m receiving:
