Can't make a parent for my children

Not sure what you mean by ‘making pages but in the dropdown box’.

To add a parent page, or replace the current one, create the parent Page first. Then go to Admin->Pages->All Pages. Click on ‘Quick Edit’ under the title of each Page that you want to change. Select the parent from the Parent dropdown and click ‘Update’.

Unfortunately I have no memory and can’t remember what site I was working on.

Edit: I just clicked around and found the issue. Under Edit Page/Page Attributes/Parent. I need a new parent in the dropdown box. I’m sure it’s simple as I have10 parents, most with children. Just can’t remember how to create a parent.

Any normal Page can be a Parent when assigned as a Parent to another Page.

Ok but how do you create a new parent? I’ve asked three times now and you’ve told me everything but how to make a new parent.

Yes, but it asks under Attributes which Parent you want. I want to create a new one.

Create a new Page. That Page will have no parent – it will become the parent for other Pages. Edit the Pages you want to be children and assign the correct parent.
