Any plugin that can do that ?

I am looking for the following thing.

I would like to have artists on my site, which are able to write their own introduction on my blog.

for example, this is how one of my sites looks like at the moment:

I am not sure if you can call it guest-post. But I guess it’s pretty similar.

So how can I give specific users access to my wordpress theme, so that this user can write a new post ?

And how can I limit and control it that the user can create a new post only ? And after writing, I have to approve it.

Is this already possible within the latest WordPress ?
Or do I need any plugin ?
