Multiple shipping rules with postcodes

Hi, Please can somebody explain how i can possibly apply the following shipping rules. I have looked at the table rates extension and not sure if it will do this or not? I have less than 10 products, but have spent hours trying to find information on how to do this. I am not a programmer.

I need two main shipping rules as follows:
Item 1: Flat/fixed amount for metro areas up to a qty of 3 items within a defined range of post codes. If required postcode is not in the range then they will need to contact for a quote.
Item 2: calculated shipping cost based on weight or qty and the postcode also with the requirement to contact for quote if outside the defined postcode range

Can someone please advise?
