Disable Uploads but still have access to uploaded images

I am trying to disable user uploads but allow the admin uploaded images to be available to insert. I want to upload/moderate all the images that can be used by contributors. If I turn off the upload file capability using a role editor, the admin uploaded images cannot be seen by the contributor role. Thanks fort he help.
