Is download limit controlled by IP address?

I’m in testing mode, and find that a newly registered subscriber gets the “download limit has been reached” error message on the very first login after signing up. Is it because I had a successful test with a different subscriber name on the same computer? Is the limit based on my IP address, or on my user name?
