How do bidders register?

Bidders can register via default WP register form.
You can expose register form via WP Meta widget or activate register link on WP Login form of the site. (Go to WP Admin dashboard -> Settings -> General -> Find Membership field and enable “Anyone can register”). This will display a register link on the login page.

Can new registrants be subscribers or do they have to have other permissions?

People who want to bid are taken to the wordpress login page.
The Find Membership is NOT listed under Admin Dashboard Settings.

What am I missing?

This makes my auctions page useless …

You need to Go to WP Admin dashboard -> Settings -> General -> Membership and enable “Anyone can register”.

Which WP Admin dashbord are you referring to?
The Network Admin Dashbord or the Site admin dashboard?

Which version of WP are you referring to?
I run WP version 3.7.1

I looked into Dashboard > Settings > General for both Network and Site admins and there is no Membership option to enable!!!

The only thing I can see relevant is:
Registration Settings

Allow new registrations
. Registration is disabled.
. User accounts may be registered.
. Logged in users may register new sites.
. Both sites and user accounts can be registered.

Is it one of these settings?

It seems you have a WP multi-site setup. You can try the same thing what you’ve highlighted.

The concept is simple. The people who want to bid on auctions should be member of your website.

Im using the plugin “register plus redux” so i can control the signup and redirection process. should work well.
