Changes not showing immediately- caching ?

Hi we’re using APTO and it’s working fine, except it doesn’t look like it is.

Specifically:
– in the admin interface, post ordering, make a change to the order in a category and press update
– the actual site (for that same logged in user) does not change
– shutting the browser and restarting, plus clearing the cache makes the new (correct) order appear
– if another user comes along (either logged in or not) they can see the new changes immediately

Any ideas what might be going on – I’ve turned off all caching plug-ins to see if that helps (and it doesn’t)
