increase file upload size for sites in multisite

I’m having trouble trying to increase file upload size for WordPress in a multisite set up.

The Server owner tells me his settings (php.ini?) are set to 200M, burt any time I try for my sites, it says the WP limit is 1MB.

I found this forum thread, and it says to go to Network Admin, and select the Settings option, but that gives me a 404 error. There is no settings.php file?

Can I create one? Whatgoes in it
