Conver Shipping state into drop down list

I see there is an issue on the shipping state, if a person select a particular state in the billing infor, then there is no way to enter a different state in the shipping info. Because it take automatically the state from billing but it display it with text only, so there is no WAY that I can change the shipping state.

Please help ASAP.
