Mail not working after upgrade to 3.6.1

    A few days ago I have updated my WordPress to 3.6.1.
    After update several problems were detected. All of them a related to wp-mail:

    1. Default comments module stopped sending admin notifications when new comments are added.
    2. Plugin Contact Form 7, that I’ve been successfully using for years, stopped sending e-mails.
    3. Plugin Contact Form Plugin by BestWebSoft (installed to replace functionality) doesn’t send mail if option “Use WordPress wp_mail function” is turned on. When I switched it to “Use PHP mail function” it started sending mail.

    Please be sure that no changes other than WordPress core update were made to configuration. Debug is turned on and it doesn’t record any errors.
