Best practice/method for geolocation tree hierarchy?

I’ve been doing some research on this but I can’t determine what method would be the best way to go.
More specifically in my case, a client site that has 5+ service areas with different services (wordpress pages) per area by using a custom menu per service homepage.
https://example.com/ny/
https://example.com/nj/
https://example.com/dc/
https://example.com/s-fl/
https://example.com/c-fl/Each homepage and template would be the same, its just the hierarchy thereafter that end up being unique for the custom menu to have the selected service pages in the menu, and possibly specific contact pages linked for the relevant offices.
