    I suspect that my theme is missing the hooks to call the appropriate CSS files.

    That seems correct. Could you add wp_head() in your theme’s header.php file right before the closing </head> tag (ref), and wp_footer() in your theme’s footer.php right before the closing </body> tag (ref)?
