Language applied for themes but not for plugins?

  • Could it be that the selected front-end language is applied for themes but not for plugins?

    WP installation: English
    Language for WordPress admin: en_US
    Language for public pages: de_DE

    The de_DE .mo/.po files for the selected theme are correctly applied (i.e. I get a German front-end) but all my plugins render in English even though there are de_DE .mo/.po files for the plugins.

    Btw, I just validated that it doesn’t work vice-versa for plugins either. I installed WP in DE then used ‘WordPress Language’ to switch the admin language to EN. Sure enough localized plugins (I tested with CalPress Calendar) show all their texts in DE in the admin interface.
