Amazon Affiliate Link Localizer is changing the tracker id. Is it normal?

I installed this plugin on my site. It changed the tracker id to petewill0e8-21. I found it odd and immediately uninstalled the plugin. What opinion you guys have on this? Is it normal or the plugin creator cheating the users?
