Cant Export and Import Users

I’m getting an error when I try to import an exorted file from S2member.
The export works just fine, but when I try and import, I get this:
Line #2. User ID# 44 gxxxxxxx Gxxxxx Fxxxxx Gxxxx Fxxxxx geee@email dot com https://thatmlmbeat.com/members/xxxxxx/ bbp_participant 8 Feb 2009 “a:2:{s:5:””level””;s:10:””1350295803″”;s:6:””level4″”;s:10:””1350295803″”;}” does NOT belong to an existing User.
So it says not belong to an existing user and that’s because I am transferring my users to a new install.
Can this be done with S2members export feature?
