No plugins?

Hi, I’ve just created a website on wordpress (www.bordercolliecolors.wordpress.com).
No I have worked with wordpress before, for a different website (no longer online). And remember being able to download all these neat widgets (plugins) to add to the site. But now the “plugins” are missing all tighter in the menu? I’d like to use a CEO plugin/widget. Any help?
