Creating Style Pack (to change Buy Button design)

On the MyBookTable blog, it notes that with version 1.2, web developers can create their only Style Packs for the Buy Buttons. I’ve looked over the blog and wiki but can’t seem to find information on how to do this.
So, how do you create a new style pack?
