Cron every 10 minutes at a certain minute

    Yep just need to specify the time of the first event by setting the time in the first parameter of wp_schedule_event(). Subsequent events are based off of this time.

    If the event is already scheduled, I’ve to change the NEXT RUN in WP-Cron Events of the plugin ?
