Incomplete 381 install, can't get the dashboard working

I’ve got a self-hosted blog, https://peterfergusonart.com and it cacked out somewhere on the auto update – I couldn’t log in at all without running a force update script. That didn’t fix everything, though – I can’t see any of the dashboard modules and I can’t edit my posts.
My first step was to disable all plugins – same thing. I can’t revert to a default WP theme because I can’t access that module since no modules are displaying in my dash.

but still no dashboard.The site itself looks fine from a client perspective but I’m not seeing any of the CMS modules.
Any advice?
