Activating plugin breaks CSS in Chrome IE

HI all,
Perhaps this is an issue that has occurred before. I tried to find on Forum.
Just migrated my site using the Duplicator plugin. When I reactivated W3TC it breaks the CSS in Chrome and IE and it won’t allow the CSS to display.
It’s displays fine in FF. Any ideas what this could be?
