Upload an entire book so visitors can comment on each chapter and verse

I’m hoping someone has a solution for my problem. I want to upload an entire book (not copyright protected) and allow visitors to be able to comment on chapters and verses. The issues and needs as I see them are:
The ability to upload an entire work broken down into chapters and verses.

Users need to be able to seek out (in order) chapters and verses.

Comment moderating

Ability of other users to ‘flag’ inappropriate posts
