Display posts with specific tags

Is it possible to tweak the shortcode so that a post must have all tags for posts to be displayed?
i.e. if this is the shortcode: [posts-by-tag tags = “tag1, tag2”] then the posts showed must have tag1 AND tag2, instead of just one of them.
