adding image , default options change

hello there, i need help!

my post site width is 650px,
how can i set this:

1. When u upload a picture , picture width to be 650px by default
2. no title (title to be deleted by default)
3. no Link (link to be deleted)
4. Alignment set to None

so i dont need to set this adjustments on every uploaded picture. thx
