Cannot Log into Dashboard after Update

I attempted to update WordPress earlier, though it told me there was an error in doing so. Then, I could not do anything on my dashboard and my website said something along the lines of “Scheduled Maintenance. Check back soon.”
Shortly after that, I began getting the following error when trying to view my website or once I logged into WordPress:
Warning: Invalid argument supplied for foreach() in /home/content/67/4949167/html/wp-includes/plugin.php on line 622When trying to log into wordpress, it allows me to enter the user name and password, but then gives this error message over and over. At the bottom it says “You do not have sufficient permissions to access this page.”
I was troubleshooting with Godaddy and they couldn’t find it. They suggested restoring to a backup database file (which I have from 2 days ago). I did that and it’s still not working.
I finally located the specific file in my file manager, and what I think it says on line 622 is this:
foreach ( $wp_plugin_paths as $dir => $realdir ) {So….I think this is the error. But I don’t know what it *should* be in order to fix it and give me permission to get into my dashboard.
