    i want it for 1 site not multi site

    You can only use this plugin on Multisite as the plugin is specifically designed to stop and kill spam blogs on WordPress Multisite.

    i have user register 10 site in 1 IP , i want every usder sing up with 1 ip e.g every IP per user

    does this plug in help me ?

    Using this plugin you can limit the number of signups per IP per 24 hours.
