How to paginate_comments_links in header.php

I have a fixed header with a menu bar on it. Would like to display comment pagination there “when” post being viewed has paged comments. “paginate_comments_links” works fine elsewhere in my theme, I just can’t get it to fire in the header.

Thinking I might need a custom loop to run in the header when calling the single.php, which is basically over my head. Any help would…
