Only notify specific users

Hi,
I want to customize my editflow installation so that regardless of the circumstances, notifications ALWAYS and ONLY notify specific users. What is the best way of going about this?
So for example, say I receive a user submitted post (from a subscriber user), I don’t want them to receive notifications that myself and my editorial staff are writing comments in editflow. Currently regular subscribers who submit content are getting added to the notification list, even though it doesn’t show them in the actual edit flow “who do you want to notify?” dropdown in the edit post screen.
I read a little about it on here https://editflow.org/features/notifications/ but there doesn’t seem to be more documentation on how to implement these functions. Are there any examples that I can reference to?
