Visual Editor Not Working

Can you verify that for your admin user that the setting in Users>Your profile>Visual editor: Disable the visual editor when writing is not checked?

If it is not, deactivate all plugins by renaming the plugins folder to /old-plugins/. If not that, switch to default unedited theme. If none of the above, perform a manual update of WordPress core files (do not overwrite /wp-content/ folder !!) After each step make sure to clear any server cache/CDN in use and also your browser cache.

Done all of them mate, still no good

If it was update. Maybe upload per ftp WP files again

I didnt update, installed fresh 3.9.1 in new site, 3 days old, and that too via cpanel, not manually
