Can't access /wp-admin/theme.php and /wp-admin/plugins.php

Hi you,
I’m setting up a website by wordpress 3.9.1.
But when i access https://emotioncruises.com/wp-admin/theme.php or , it’s show me “The connection was reset”.
I don’t know that happen occur by code (default version 3.9.1) or hosting provider? (I deploy the same project in defferent host, everything ok)
Help me, please!
