Save local file as thumbnail size

Is it possible to have the local image that’s downloaded from instagram saved as a “thumbnail size” instead of the full size picture?
When displaying as a thumbnail it is actually using the full size picture (and is resized using CSS) which wastes a lot of bandwidth and is bad for page load times.https://www.ads-software.com/plugins/wpinstagram-images-widget/
